Nonpoint Source Pollution and Optimal Regulation
نویسنده
چکیده
This paper analyzes effects of nonpoint source pollution on regulation optimal contracts in asymmetric information situation. We consider a continuum of agents (to formalize major characteristic of nonpoint source pollution) which pollute another agent (affected agent). We distinguish different forms of externalities and examine if it is always necessary to modify optimal contract of each responsible agent and also, optimal contract of affected agent (as this is the case with point source pollution). We show that it is not and in cases where contracts must be changed, we explain why and how they must be distorted.

A Comparative Evaluation of State Policies and Programs for Nonpoint Source Pollution Control in the Chesapeake Bay Watershed
The U.S. Environmental Protection Agency (EPA) has reported that over 45 percent of the nation's waterbodies are impaired and has identified nonpoint sources as the major contributors to water quality problems. Although federal and state government agencies have largely controlled pollution from point sources through infrastructure grants and permit programs, few statutes and regulations target...
متن کاملNovel Source Apportionment Method Based on Gis Receptor Model for Aquatic Perfluorinated Compound (pfc) Pollution -a Case Study in the Basin of Tokyo Bay, Japan-
Introduction Perfluorinated compounds (PFCs) have been detected from various environmental matrices even in Arctic, and known to be ubiquitous pollutants. Fluorotelomer alcohols (FTOHs) and fluorooctane sulfonamidoethanol (FOSE), which can be degraded to perfluorooctanoate (PFOA) and perfluorooctane sulfonate (PFOS), respectively, spread to all over the globe through atmosphere and are consider...
متن کاملLinking Science and Policy for Urban Nonpoint Source Pollution in the Great Lakes Region
While some environmental problems in the Great Lakes have been ameliorated in the last few decades, others have not. One problem that still resists solution is urban nonpoint source pollution: contaminated runoff from impervious surfaces (such as roads, parking lots, and roofs), and from other sources, such as lawns and construction sites. This form of pollution is rooted in fundamental aspects...
متن کاملComparative Assessment of Stormwater and Nonpoint Source Pollution Best Management Practices in Suburban
Nonpoint source pollution control and stormwater management are two objectives in managing mixed land use watersheds like those in New Jersey. Various best management practices (BMPs) have been developed and implemented to achieve both objectives. This study assesses the cost-effectiveness of selected BMPs for agricultural nonpoint source pollution control and stormwater management in the Nesha...
متن کاملOffset Banking – A Way Ahead for Controlling Nonpoint Source Pollution in Urban Areas
Nonpoint source discharges remain one of the major causes of non-attainment of water quality goals in urban areas in the United States. Controlling nonpoint source discharges is a critical part of achieving water quality goals within urban areas. Efforts to reduce nonpoint discharges are expected to intensify with implementation of Total Maximum Daily Loads (TMDLs) and changes to National Pollu...
